The Delaware State quarter features a rider in a tri-corner hat and his name is Caesar Rodney, one of the 3 signers of the Declaration of Independence from Delaware. Of the delegates, 1 was for and 1 was against breaking with England. Caesar was in Delaware when he received news of the vote and though not a healthy man, he rode through storms all through the night to Philadelphia to place his vote for independence. 3 days later, the Declaration of Independence was adopted.
